DIGEST 

Currently, allocation formulas for the disbursement of federal child care
funds to Local Workforce Development Areas do not require the inclusion of
poverty statistics.  Because federal child care money is targeted to help
Texas' neediest children, poverty rates should be included with population
statistics in child care allocation formulas.  S.B. 1391 sets forth
provisions for the allocation by the Texas Workforce Commission of funds
for child care services 

PURPOSE

As proposed, S.B. 1391 sets forth provisions for the allocation by the
Texas Workforce Commission of funds for child care services. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.   Amends Chapter 302D, Labor Code, by adding Section 302.064, as
follows: 

Sec.  302.064.  ALLOCATION OF FUNDS FOR CHILD CARE SERVICES.  Requires
funds available to the Texas Workforce Commission for child care services
to be allocated to local workforce development areas using need-based
formulas.  Sets forth allocation funds, including federal child care and
development fund discretionary funds, and federal food stamp employment and
training child care funds according to certain statewide proportions of
children of specific ages living at specific percentages of the poverty
level. Sets forth fund allocation requirements for Subsections (b)-(d). 

SECTION 2.  Effective date:  September 1, 1999.
