SRC-JXG S.B. 1411 76(R) BILL ANALYSIS Senate Research Center S.B. 1411 By: Zaffirini Border Affairs - Special 3/23/1999 As Filed DIGEST Currently, H.B. 1001 prohibits providing utility services to residents living in unplatted colonias, if the land was purchased after a certain date. This bill became effective July, 1995, for colonias located outside a city's extraterritorial jurisdiction (ETJ), and September, 1995, for colonias located within a city's ETJ. S.B. 1411 would allow residents living in unplatted colonias to receive utility services, if the colonias are already serviced by a utility company, and would remove a provision requiring foundation to be completed on the land before May 1, 1997. PURPOSE As proposed, S.B. 1411 allows residents living in unplatted colonias to receive certain utility services. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 212.012, Local Government Code, by amending Subsections (c) and (e), to delete text regarding construction of residence on land beginning on or before May 1, 1997. Makes a conforming change. SECTION 2. Amends Section 232.029, Local Government Code, by amending Subsections (c) and (e), to delete text regarding construction of residence on land beginning on or before May 1, 1997. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
