DIGEST 

Currently, Texas law does not require a loan for water connections to be
provided to low-income families. S.B. 1422 would make loans to low-income
families for the costs of connecting a private residence to a water or
sewer line.  

PURPOSE

As proposed, S.B. 1422 authorizes the Texas Water Development Board to make
loans to lowincome families for water connections. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 17K, Water Code, by adding Section 17.9345, as
follows: 

Sec. 17.9345. RESIDENTIAL HOOKUPS. Authorizes the Texas Water Development
Board to provide financial assistance to a political subdivision under this
subchapter for the purpose of making loans to individuals to pay costs of
connecting a private residence to a water or sewer line, fees or permits
required for residential connections, indoor plumbing lines and fixtures,
and installation of indoor  plumbing lines and fixtures.  

SECTION 2. Effective date: the date on which the constitutional amendment
proposed by _J.R. No._, 76th Legislature, Regular Session, 1999, takes
effect. Provides that this Act has no effect, if that amendment is not
approved by the voters. 

SECTION 3. Emergency clause.
