SRC-AXB S.B. 1426 76(R) BILL ANALYSIS Senate Research Center S.B. 1426 By: Duncan Veterans Affairs 4/16/1999 As Filed DIGEST The Lubbock Reese Redevelopment Authority (authority) was created by the Legislature during the 75th Session. Reese Air Force Base was closed during the last round of closures, and the authority is responsible for overseeing the transition of the base from a military operation to a variety of uses. To assist in maintaining a level of administrative continuity on authority board, S.B. 1426 sets forth provisions to implement staggered terms of office for the board of directors of the authority. PURPOSE As proposed, S.B. 1426 sets forth provisions to implement staggered terms of office for the board of directors of the Lubbock Reese Redevelopment Authority. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 396.003, Local Government Code, to require successor members of the board of directors of the Lubbock Reese Redevelopment Authority (board) to serve for certain terms in order to implement staggered terms beginning October 1, 1999. Requires the terms of office subsequent to the expiration of terms of office under Subsections (d)(1)-(4) to be for four years. Requires a board member to serve only for the remainder of an unexpired term, under certain conditions, and authorizes a member to be appointed to succeed himself or herself on the board. Deletes text regarding a two-year board term. Makes conforming changes. SECTION 2. Amends Section 2311.003, Government Code, to make conforming changes. SECTION 3. (a) Effective date: September 1, 1999, except as provided by Subsections (b) and (c). (b) and (c) Provides that the enactment of SECTIONS 1 and 2 of this Act are dependent upon the enactment of additions and corrections to certain Acts. SECTION 4. Emergency clause.
