SRC-AXB S.B. 1428 76(R) BILL ANALYSIS Senate Research Center S.B. 1428 By: Duncan Veterans Affairs 4/16/1999 As Filed DIGEST The Lubbock Reese Redevelopment Authority (authority) was created by the 75th legislature. Reese Air Force Base was closed during the last round of closures, and the authority is responsible for overseeing the transition of the base from a military operation to a variety of uses. To correct current land tract descriptions currently in statute, S.B. 1428 sets forth legal descriptions of land tracts in the authority. PURPOSE As proposed, S.B. 1428 sets forth legal descriptions of land tracts in the Lubbock Reese Redevelopment Authority. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends 396.009, Local Government Code, to set forth legal descriptions of land tracts 1-50 in the Lubbock Reese Redevelopment Authority (authority). Deletes existing section regarding Tracts 1-8. SECTION 2. Amends Section 2311.026, Government Code, to set forth legal descriptions of land tracts 1-50 in the authority. Deletes existing section regarding Tracts 1-8. SECTION 3. Effective date: September 1, 1999. Sets forth provisions for the effectiveness of this Act depending upon the status of other Acts of the 76th Legislature, Regular Session, 1999. SECTION 4. Emergency clause.
