HBA-NLM S.B. 1429 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1429 By: Duncan State Recreational Resources 5/10/1999 Engrossed BACKGROUND AND PURPOSE Currently, Texas law caps bounties paid by county commissioners courts on predatory animals at $20. In some areas, landowners have created private bounty programs, and have asked the counties to match their contributions. S.B. 1429 prohibits the bounty paid under Section 825.031 (Bounties for Predatory Animals), Health and Safety Code, from exceeding $50, rather than $20. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 825.031(c), Health and Safety Code, to prohibit a bounty paid under this section from exceeding $50, rather than $20, for each animal unless approved by the Texas Parks and Wildlife Commission. Effective date: 90 days after adjournment.
