DIGEST 

Currently, full-time registered nurses are not required to be included in a
school district's minimum salary schedule that currently applies to
classroom teachers and full-time librarians.  S.B. 1452 would establish
provisions regarding the minimum salaries for full-time registered nurses
employed by school districts. 

PURPOSE

As proposed, S.B. 1452 establishes provisions regarding the minimum
salaries for full-time registered nurses employed by school districts. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends the heading to Section 21.402, Education Code, as
follows: 

 Sec. 21.402.  New heading:  MINIMUM SALARY SCHEDULE.

SECTION 2.  Amends Section 21.402(a), Education Code, to establish a
minimum monthly salary, as determined by a certain formula, for each
classroom teacher, full-time librarian, or full-time registered nurse.
Makes conforming changes.   

SECTION 3.  Amends Sections 21.403(a) and (c), Education Code, to make
conforming changes. 

SECTION 4.  Amends Section 30.102(b), Education Code, to make conforming
changes. 

SECTION 5.  (a)  Provides that this Act applies beginning with the
1999-2000 school year. 

(b)  Requires a school district to credit the full-time nurse for each year
of experience in accordance with the rules adopted by the commissioner of
education, regardless of whether the experience was gained before, during,
or after the 1999-2000 school year. 

SECTION 6.  Emergency clause.
            Effective date: upon passage.
