DIGEST 

Currently, Texas law does not provide for student health centers on public
school campuses. S.B. 1454 would establish student health centers on public
school campuses. 

PURPOSE

As proposed, S.B. 1454 provides for student health centers on public school
campuses.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 38, Education Code, by adding Section 38.011, as
follows: 

Sec. 38.011. SCHOOL-BASED STUDENT HEALTH CENTERS. Sets forth requirements
for school-based student health centers.  

SECTION 2. Requires the Texas Education Agency, with assistance from the
Health and Human Services Commission to take certain action.  

SECTION 3. Emergency clause.
                      Effective date: upon passage.
