SRC-PNG S.B. 1478 76(R) BILL ANALYSIS Senate Research Center S.B. 1478 By: Brown Natural Resources 4/6/1999 As Filed DIGEST Currently, under Texas law, there are no requirements placed on water districts concerning the employment and benefits offered to peace officers employed by water districts. This bill would require peace officers for water districts to be full-time paid employees of the district with benefits. PURPOSE As proposed, S.B. 1478 requires peace officers for water districts to be full-time paid employees with benefits. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 49.216, Title 4, Water Code, to require a peace officer for a water district to be a full-time paid employee of the district who works on the average of at least 32 hours a week for the district, is compensated by the district at the minimum wage rate or higher, and is entitled to all employee benefits offered to other employees of the district. SECTION 2. Emergency clause. Effective date: upon passage.
