SRC-ARR S.B. 1499 76(R) BILL ANALYSIS Senate Research Center S.B. 1499 76R7860 CLG-FBy: Lindsay Health Services 4/15/1999 As Filed DIGEST Currently, Texas law grants mandatory contracts for Medicaid managed care to certain public hospitals, as the major public safety net institutions that have traditionally cared for Medicaid families and children. For many years, the University of Texas Medical Branch (UTMB) is one of these institutions who have served uninsured families. An important mission of UTMB is to provide health care for families who cannot afford it. S.B. 1499 would grant UTMB certain contracts for Medicaid managed care. PURPOSE As proposed, S.B. 1499 regulates contracts for Medicaid managed care. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 533.004(a), Government Code, to require the Health and Human Service Commission to contract with a managed care organization that holds a certificate of authority under Article 21.52F, Insurance Code, and that meets certain requirements. Makes conforming changes. SECTION 2. Emergency clause. Effective date: upon passage.
