HBA-NIK S.B. 1512 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1512 By: Ogden State Recreational Resources 4/19/1999 Engrossed BACKGROUND AND PURPOSE Under current law, only a county with a population of 20,000 or less and a municipality in that county with a population of 10,000 or more, may jointly erect, acquire, equip, or operate an auditorium. Such counties and municipalities are prohibited from jointly erecting, acquiring, equipping, or operating an exposition center, a civic center, or a convention center. S.B. 1512 authorizes the commissioners court of a county, and the governing body of a municipality in that county, to jointly erect, acquire, equip, maintain, and operate a recreational or cultural facility, by amending the Local Government Code to delete population requirements and to provide that auditoriums, civic centers, convention centers, and exposition centers are all defined as "recreational and cultural facilities."
