SRC-ARR S.B. 1521 76(R) BILL ANALYSIS Senate Research Center S.B. 1521 By: Madla Education 4/19/1999 As Filed DIGEST Currently, Texas law lowers speed limits to no more than 15 miles per hour below the existing speed limits for school zones on Texas highways. The lowering of the limit to 15 miles per hour below the existing speed limit in school zones may not reach a safe speed for a school zone located on a state highway. S.B. 1521 would lower the speed limit on a state highway to 20 miles per hour for any vehicle within 500 feet of a school. PURPOSE As proposed, S.B. 1521 regulates a speed limit within 500 feet of a school. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 545.353(d), Transportation Code, to prohibit the Texas Transportation Commission from establishing a speed limit of more than 20 miles per hour within 500 feet of a public or private elementary or secondary school. SECTION 2. Emergency clause. Effective date: 90 days after adjournment.
