DIGEST 

Currently, Texas law authorizes the Texas State Cemetery Committee
(committee) to authorize the burial of a person only during a period in
which the legislature is not convened, and only if the committee finds that
the person to be buried made a significant contribution to Texas history.
S.B. 1545 will authorize the committee to act on emergency burial requests
during the legislative session when it is not practical, feasible, or
possible to delay burial until the legislature or governor can act on the
request and a concurrent resolution or proclamation can be obtained, and
will require the person to have made a significant contribution to Texas
history. 

PURPOSE

As enrolled, S.B. 1545 authorizes the Texas State Cemetery Committee to act
on emergency burial requests during a legislative session. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2165.256(e), Government Code, to delete text
regarding burial in the State Cemetery only during a period in which the
legislature is not convened in regular or special session. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
