BACKGROUND AND PURPOSE

Current law regarding trespassing is applied only to real property or
buildings, and not to boats, aircraft, or motor-propelled vehicles.
Airport security has been unable to use the trespass statute to deal with
passengers who violate certain conditions. S.B. 1558 establishes
trespassing on an aircraft as an offense.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
