SRC-ARR S.B. 1560 76(R) BILL ANALYSIS Senate Research Center S.B. 1560 By: Shapiro Natural Resources 4/12/1999 As Filed DIGEST The School Land Board (board) was established in 1939 to assist the Land Commissioner in awarding mineral leases on all state-owned lands. Currently, the board is required to meet on the first and third Tuesday of each month in the land office. Recent board meeting agendas have been short and some meetings have been canceled. S.B. 1560 would provide the board flexibility to meet once or possibly not at all in a given month if business does not warrant a meeting. PURPOSE As proposed, S.B. 1560 regulates School Land Board meetings. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 32.016, Natural Resources Code, by amending Subsection (a) and adding Subsection (c), to require the School Land Board (board), when necessary, to meet on the first and third Tuesday of each month in the land office. Authorizes the chairman of the board to call special meetings of the board at any time the chairman thinks necessary by giving the other members notice. SECTION 2. Effective date: September 1, 1999.
