SRC-DPW S.B. 1671 76(R) BILL ANALYSIS Senate Research Center S.B. 1671 76R7181 CAS-DBy: Bernsen Education 5/13/1999 As Filed DIGEST Currently, the majority of rules and procedures of the University Interscholastic League (UIL) are derived from input from superintendents and principals or state level committees on a ballot basis and are subject to modification by the State Board of Education (board). This bill would prevent the board from modifying rules and procedures of the UIL. PURPOSE As proposed, S.B. 1671 revises time periods of suspension from extracurricular activities sponsored or sanctioned by a school district or the University Interscholastic League. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 7.102(c)(27), Education Code, to delete text requiring the State Board of Education (board) to modify University Interscholastic League (UIL) rules and procedures under Section 33.083. SECTION 2. Amends Section 33.081(c), Education Code, to provide that a suspension from participation in any extracurricular activity sponsored or sanctioned by a school district or UIL continues for at least three school weeks. SECTION 3. Amends Section 33.083(b), Education Code, to delete text requiring UIL to submit its rules and procedures to the board for modification. SECTION 4. Effective date: September 1, 1999. SECTION 5. Emergency clause.
