DIGEST 

Currently, 170 retired and former judges earn 85 percent of a regular
judge's salary or the regular judge's salary on August 31, 1997, depending
on which is greater.  S.B. 1719 redesigns the calculation procedure for
determining the salaries of retired and former judges, effectively basing a
retired or former judge's salary on 85 percent of a regular judge's salary,
or a greater percentage of that salary, not to exceed 100 percent. 

PURPOSE

As enrolled, S.B. 1719 redesigns the calculation procedure for determining
the salary of a retired judge or justice assigned to a district court, to
increase the salary, but not allow it to equal a current judge's salary. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 74.061(h) and (i), Government Code, to redesign
the calculation procedure for determining the salary of a retired judge or
justice based on 85 percent of the regular judge's salary, or a greater
percentage of that salary, not to exceed 100 percent. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
