DIGEST

Currently, Texas law provides a calculation for computing the payment of
arrearages, which is often impractical, especially for lower-income
obligors with large arrearages. This leaves a judge in the position of
either ignoring the guidelines or setting payments that may never pay off
the arrearage. C.S.S.B. 1739 would establish provisions regarding the
withholding of child support arrearages.

PURPOSE

As proposed, C.S.S.B. 1739 establishes provisions regarding the withholding
of child support arrearages.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.

being discharged.

SECTION 2. Amends Section 158.004, Family Code, to make conforming changes.

Makes application of this Act prospective.
