DIGEST 

Currently, Texas law does not authorize the participation in the Texas
Employees Uniform Group Insurance Benefit Act by certain former members of
the governing bodies of community and junior colleges. S.B. 1749 authorizes
participation in the Texas Employees Uniform Group Insurance Benefit Act by
certain former members of the governing bodies of community/junior
colleges. 

PURPOSE

As proposed, S.B. 1749 authorizes participation in the Texas Employees
Uniform Group Insurance Benefit Act by certain former member of the
governing bodies of community/junior colleges. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 3(a)(5), Article 3.50-2, Insurance Code, to
redefine "employee." 

SECTION 2. Amends Section 15(b), Article 3.50-2, Insurance Code, to require
the required contributions  to be paid from funds under the control or the
institution of from the personal funds of the former member, but in no
event are the required contributions be paid by the state, in the event
that a public community/junior college elects to continue the health
benefits of a former member of the governing body of the institution who
rendered at least 10 continuous years of service and is at least 55 years
of age. 

SECTION 3. Effective date: September 1, 1999.

SECTION 4. Emergency clause.
