DIGEST 

Currently, the boards of trustees of school districts may commission peace
officers to protect students and personnel on school campuses.  However,
the governing board of the Texas School for the Deaf, which operates school
campuses and student residences, does not have the authority to commission
peace officers.  C.S.S.B. 1876 would grant the governing board the
authority to commission peace officers. 

PURPOSE

As proposed, C.S.S.B. 1766 authorizes the governing board of the Texas
School for the Deaf to commission peace officers. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 30.052, Education Code, by adding Subsection
(1), to authorize the governing board of the Texas School for the Deaf to
employ security personnel and to commission peace officers in the same
manner as a board of trustees of a school district under Section 37.081. 

SECTION 2.Effective date: August 31, 1999.

SECTION 3.Emergency clause.
