SRC-PNG S.B. 1793 76(R) BILL ANALYSIS Senate Research Center S.B. 1793 By: Ellis Intergovernmental Relations 4/19/1999 As Filed DIGEST Currently, the Houston Downtown Management District (district) was created to revitalize downtown Houston and has similar powers to a municipal management district operating under Chapter 375, Local Government Code. The district levies an assessment on commercial property owners to finance improvements and services to the downtown area. This bill would add territory to the district and validate the acts of the district. PURPOSE As proposed, S.B. 1793 adds territory to the Houston Downtown Management District and validates the acts of the district. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. ENLARGEMENT OF BOUNDARIES. Sets forth the boundaries for the enlargement of the Houston Downtown Management District (district), created pursuant to Chapter 376A, Local Government Code. SECTION 2. FINDINGS RELATED TO ENLARGED BOUNDARIES. Sets forth legislative findings concerning the enlargement of the district's boundaries. SECTION 3. VALIDATION. Validates the governmental acts and proceedings of the district and its directors and officers occurring before the effective date of this Act as of the dates they occurred. SECTION 4. Emergency clause. Effective date: 90 days after adjournment.
