DIGEST 

Currently, subscribers to the Texas Department of Public Safety Crime
Bulletin are required to reapply each year.  The bulletin editor is
concerned that because of this requirement, each year subscribers who need
to receive the bulletin are lost.  S.B.  1796 limits the application of
certain laws regarding the distribution of publications by state agencies.  

PURPOSE

As proposed, S.B. 1796 limits the application of certain laws regarding the
distribution of publications by state agencies, depending upon actions
taken by the head of the state agency. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 2052C, Government Code, by adding Section
2052.207, as follows: 

Sec.  2052.207.  EXCEPTION TO CERTAIN DISTRIBUTION REQUIREMENTS.  Limits
the application of Sections 2052.202-2052.204, Government Code, regarding
the distribution of a publication during a calendar year by a state agency
if the head of the agency performs certain actions. 

SECTION 2.  Effective date:  September 1, 1999.
