HBA-KMH S.B. 1824 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1824 By: Shapiro Judicial Affairs 5/10/1999 Engrossed BACKGROUND AND PURPOSE Currently, the total active pending caseload in Dallas County, estimated at 19,000 cases, is considered too large for the courts to manage. The generally accepted standard, according to the National Center for State Courts, is a maximum of 13,200 cases for the entire court family. S.B. 1824 creates the County Criminal Court No. 11 of Dallas County, Texas. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.0591(b), Government Code, to add County Criminal Court No. 11 to the list of county criminal courts of Dallas County, Texas. SECTION 2. Amends Section 25.0593, Government Code, by adding Subsection (b), to require the County Criminal Court No. 11 of Dallas County, Texas, to give preference to cases designated by an order signed by a majority of the judges of the county criminal courts of Dallas County. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
