SRC-PNG S.B. 1824 76(R) BILL ANALYSIS Senate Research Center S.B. 1824 76R7812 JMC-DBy: Shapiro Intergovernmental Relations 4/5/1999 As Filed DIGEST Currently, the total active pending caseload in Dallas County, estimated at 19,000 cases, is considered too large for the courts to manage. The generally accepted standard, according to the National Center for State Courts, is a maximum of 13,200 cases for the entire court family. This bill creates the County Criminal Court No. 11 of Dallas County, Texas, with a preference for family violence cases. PURPOSE As proposed, S.B. 1824 creates the County Criminal Court No. 11 of Dallas County, Texas. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.0591(b), Government Code, to add County Criminal Court No. 11 to the county criminal courts of Dallas County, Texas. SECTION 2. Amends Section 25.0593, Government Code, to require the County Criminal Court No. 11 of Dallas County, Texas, to give preference to cases designated by an order signed by a majority of the judges of the county criminal courts of Dallas County. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
