DIGEST 

Texas Woman's University and the Institute for Health Science at Texas
Woman's University have operated as a system, under one board of regents,
for 27 years. However, the Education Code does not specify that the
institutions are part of a system. C.S.S.B. 1859 would  create the Texas
Woman's University System. 

PURPOSE

As proposed, S.B. 1859 creates the Texas Woman's University System.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 107, Education Code, by amending the chapter
heading, as follows: 

CHAPTER 107. New heading: TEXAS WOMAN'S UNIVERSITY SYSTEM

SECTION 2. Amends Chapter 107A, Education Code, by adding Section 107.001,
as follows: 

Sec. 107.001. TEXAS WOMAN'S UNIVERSITY SYSTEM. Sets forth the creation of
the Texas Woman's University System (system). Provides that the governance,
control, jurisdiction, organization, and management of the system and each
component of the system is hereby vested in the present Board of Regents of
the Texas Woman's University, which will be known and designated as the
Board of Regents of the Texas Woman's University System (board). 

SECTION 3. Amends Section 107.42, Education Code, to require the board to
appoint a chancellor/president of the university system and other officers
and employees of the system and its components it deems proper and to fix
their salaries. Requires the board to make rules and regulations for the
government of the staff of the system and its components as it deems
advisable. 

SECTION 4. Emergency clause.
                     Effective date: upon passage.


SUMMARY OF COMMITTEE CHANGES

SECTION 4. 

Deletes proposed changes to Section 107.43, Education Code, regarding the
Institute of Health Sciences being declared a health-related institution.  

 Redesignates existing SECTION accordingly.
