DIGEST 

Currently, the Stamford Hospital District (district) is not required to
provide for the payment of all debts and obligations prior to the
dissolution of the district.  S.B. 1870 would establish  provisions
regarding the duty of the district to provide for the payment of debts and
obligations prior to its dissolution. 

PURPOSE

As proposed, S.B. 1870 establishes provisions regarding the duty of the
Stamford Hospital District to provide for the payment of debts and
obligations prior to its dissolution. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 17a, Chapter 108, Acts of the 59th Legislature,
Regular Session, 1965, to require the Stamford Hospital District (district)
to provide for the payment of all debts and obligations of the district
prior to the dissolution of the district.  Makes a conforming change. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
