DIGEST 

Current law exempts counties with a population over 500,000 from the
requirement to hold a public hearing and publish a notice in the newspaper
before adopting certain traffic regulations.  S.B. 1892 would establish the
authority of certain counties to delegate traffic regulation functions. 

PURPOSE

As proposed, S.B. 1892 establishes the authority of certain counties to
delegate traffic regulation functions. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 251.159(a), Transportation Code, to provide that
this section applies only to a county with a population of more than
200,000, rather than 500,000. 

SECTION 2.  Emergency clause.
  Effective date: upon passage.
