DIGEST 

Currently, counties must be paid the fully itemized cost of a street
project anywhere not on the county road system.  This bill would authorize
the county to do the street work in a municipality if the municipality
provides the material only at county provided specifications. 

PURPOSE

As proposed, S.B. 1894 authorizes the county to do the street work in a
municipality if the municipality provides the material only at county
provided specifications.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 251.015, Transportation Code, to authorize the
county commissioners court to use county road equipment, construction
equipment, and employees necessary to operate the equipment to assist
another governmental entity on a project if the cost does not exceed
$15,000, rather than $3,000. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
