SRC-ARR S.B. 1895 76(R) BILL ANALYSIS Senate Research Center S.B. 1895 76R9656 DB-DBy: Jackson Intergovernmental Relations 5/3/1999 As Filed DIGEST The Judicial Council's Committee on Juvenile Reform has developed a number of recommendations designed to improve the administration of juvenile justice in Texas. One of these recommendations is to add the presiding municipal court judge and a justice of the peace to the county juvenile board in selected counties. S.B. 1895 would amend composition of the Galveston County Juvenile Board, to include a municipal court judge and justice of the peace. PURPOSE As proposed, S.B. 1895 amends composition of the Galveston County Juvenile Board. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.0901(a), Human Resources Code, to provide that the Galveston County Juvenile Board is composed of a municipal judge and a justice of the peace in Galveston County, selected by a majority vote of all the municipal judges and justices of the peace in the county. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
