SRC-PNG S.C.R. 3 76(R) BILL ANALYSIS Senate Research Center S.C.R. 3 76R1919 RVH-DBy: Truan Border Affairs - Special 2/15/1999 As Filed DIGEST Currently, there are six North American Trade Automation Prototype (NATAP) sites in Texas. NATAP arose out of efforts to standardize data, documents, and processes for customs clearance. NATAP uses dedicated truck lanes at border crossings and electronic means to process entries and inform the driver whether to continue or stop for an inspection. This resolution would direct the Texas Department of Transportation to increase its efforts to employ NATAP on the remainder of Texas' border crossings. PURPOSE As proposed, S.C.R. 3 submits the following resolutions: That the 76th Legislature of the State of Texas direct the Texas Department of Transportation to increase its efforts to employ the North American Trade Automation Prototype (NATAP) and other new technology to expedite truck traffic at border crossings. That the secretary of state forward an official copy of this resolution to the director of the Texas Department of Transportation.
