SRC-PNG S.C.R. 9 76(R) BILL ANALYSIS Senate Research Center S.C.R. 9 76R2722 JLZ-DBy: Ellis Economic Development 2/23/1999 As Filed DIGEST Currently, there is not a permanent, established institute to encourage technology and workforce development in order to combat the potential current technology workforce shortage in Texas. This resolution endorses the establishment of the Texas Institute of Science and Technology to encourage public-private partnerships that identify and promote science and technology-based opportunities in Texas, as well as to ensure longevity in order to reach those goals. PURPOSE As proposed, S.C.R. 9 submits the following resolutions: That the 76th Legislature of the State of Texas endorses the establishment of the Texas Institute of Science and Technology (institute) as an appropriate vehicle for providing leadership in the identification and promotion of science and technology-based economic opportunities for the state. That the legislature grants this endorsement with the understanding that the institute will be wholly privately funded and will not require the allocation of state resources or assets such as facilities or infrastructure, except that the Texas Higher Education Coordinating Board is authorized to work with private sector participants in the institute's establishment.
