DIGEST 

Currently, Thomas L. Heffernan is one of the Texas Parks and Wildlife
Department's (TPWD) most outstanding employees, with four decades of
dedicated service. Mr. Heffernan began his career with TPWD in 1958 as a
seasonal technician, after graduating from Sam Houston State University
with a bachelor's degree in zoology. In 1962, he advanced to the position
of program leader and was an integral contributor to the Aransas Bay Area
Oyster Program. Beginning in 1975, Mr. Heffernan moved to an administrative
position serving as regional director for Coastal Fisheries Region V until
1983, and director of field operations for Coastal Fisheries until 1992.
Since then, he has served with the utmost distinction as commercial liaison
for the Coastal Fisheries Division. In 1998, he received Gulf States Marine
Fisheries Commission's Charles H. Lyles Award. Mr. Heffernan's skills in
problem-solving, and public relations, and his ability to effectively
handle sensitive economic and sociological issues have proven to be
invaluable assets to TPWD. S.C.R. 17 would honor Thomas L. Heffernan for 40
years of dedication and continuous service to TPWD. 

PURPOSE

As proposed, S.C.R. 17 submits the following resolutions:

That the 76th Legislature of the State of Texas hereby honor Thomas L.
Heffernan on 40 years of continuous service to TPWD, and to extend to him
sincere best wishes for continued success and happiness in the years to
come. 

That an official copy of this resolution be prepared for Mr. Heffernan as
an expression of high regard by the Texas House of Representatives and
Senate.
