SRC-JXG S.C.R. 25 76(R) BILL ANALYSIS Senate Research Center S.C.R. 25 By: Wentworth Administration 3/8/1999 As Filed DIGEST Currently, for each of the last 52 years, the YMCAs of Texas have sponsored a youth and government program with the purpose of training the state's youth in the process of representative government and democracy. Participants are elected by their local YMCA youth clubs or high schools, and the preparatory district conferences set the agendas for the annual program. Plans are under way for the 52nd and 53rd annual Texas YMCA model legislature and judicial sessions to be held in Austin. Contemplated dates for those sessions are Thursday through Sunday, March 4-7, 1999, and January 27-30, 2000, with opening sessions each year planned for Thursday evening and mock legislative sessions planned for Friday and Saturday. The legislature supports the YMCA youth and government program as a means of developing an informed citizenry and as a training ground for future state officials. PURPOSE As proposed, S.C.R. 25 submits the following resolution: That the 76th Legislature of the State of Texas grants permission to the YMCA and government program to use the house and senate chambers and committee rooms on March 4, 5, 6 and 7, 1999, and on January 27, 28, 29 and 30, 2000, provided that the house of representatives and senate are not in session.
