HBA-NMO S.C.R. 37 76(R) BILL ANALYSIS Office of House Bill AnalysisS.C.R. 37 By: Duncan House Administration 5/4/1999 Engrossed BACKGROUND AND PURPOSE The Texas Legislature traditionally designates a poet laureate who has exhibited exceptional ability in capturing the essence of this state. S.C.R. 37 creates a special committee to designate two poets laureate for this state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency or institution. ANALYSIS S.C.R. 37 provides that the 76th Texas Legislature create a special committee to designate two poets laureate for this state to serve a term of one year. Requires the committee to designate a poet laureate for the year beginning November 1, 1999, and ending October 31, 2000, and another for the year beginning November 1, 2000, and ending October 31, 2001. Requires that the committee be composed of three members of the senate appointed by the lieutenant governor and three members of the house of representatives appointed by the speaker of the house of representatives. Requires the lieutenant governor and speaker of the house of representatives to each designate a co-chair from among their appointees, and requires the committee to meet at the call of the co-chairs. Prohibits each committee member from nominating more than two poets for each year. Requires the committee members to elect a poet laureate from the list of nominees. Prohibits a committee member from voting for the member's nominees in the election. Provides that persons designated as poets laureates be superior and recognized poets who are citizens of the State of Texas.
