DIGEST 

Since the end of the Civil War, some states have funded state-owned
veterans homes.  Veterans homes represent a unique partnership of veterans,
health care providers, and many levels of governmental entities to provide
care for the men and women to whom American citizens owe an immense debt of
gratitude.  Texas has only recently begun to support such homes.  Veterans
who reside in temperate El Paso County will have to travel over 300 miles
to reach the closest long-term care facility.  El Paso, with its obvious
assets of a temperate climate and proximity to Fort Bliss, is home to over
16,000 veterans.  However, there are currently no plans to establish a
state veterans home in El Paso.  S.C.R. 45 urges the Veterans' Land Board
to request funding for a veterans home in El Paso County from the United
States Department of Veterans Affairs. 

PURPOSE

As proposed, S.C.R. 45 submits the following resolutions:

That the Veterans' Land Board is urged to request funding from the United
States Department of Veterans Affairs to create a veterans home in El Paso
County. 

That the secretary of state forward an official copy of this resolution to
the chairman and members of the Veterans' Land Board.
