DIGEST 

Since the end of the Civil War, some states have funded state-owned
veterans homes.  Veterans homes represent a unique partnership of veterans,
health care providers, and many levels of governmental entities to provide
care for the men and women to whom American citizens owe an immense debt of
gratitude.  Texas is challenged by a growing aged veteran population, and
it is estimated that 42 veterans homes will be needed to meet future
demands.  However, Texas has only recently begun to support such homes.
C.S.S.C.R. 45 urges the Veterans' Land Board to request funding for
veterans homes in Texas from the United States Department of Veterans
Affairs. 

PURPOSE

As proposed, C.S.S.C.R. 45 submits the following resolutions:

That the Veterans' Land Board is urged to request funding from the United
States Department of Veterans Affairs for future construction of veterans
homes throughout Texas, as the need arises. 

That the secretary of state forward an official copy of this resolution to
the chairman and members of the Veterans' Land Board. 



SUMMARY OF COMMITTEE CHANGES

Amends S.C.R. 45, on page 2, line 2, by adding text regarding Texas'
challenges, a Needs Analysis and Feasibility Study, and needs for veterans
homes.  Deletes text regarding El Paso County. 

Amends S.C.R. 45, on page 2, line 12, by adding text regarding future
construction of veterans homes and deleting text regarding El Paso County.
