DIGEST 

Reports of child abuse and neglect have increased significantly during the
past three decades, and in 1996 alone, approximately three million children
were reportedly abused or neglected.  S.C.R. 76 urges the issuance of a
commemorative stamp on the subject of child abuse to increase awareness of
this national concern. 

PURPOSE

As proposed, S.C.R. 76 submits the following resolutions:

That the 76th Legislature urge the United States Postmaster General and the
Citizens' Stamp Advisory Committee members to recommend the issuance of a
commemorative stamp on the subject of child abuse to increase awareness of
the ongoing need to protect America's children. 

That the secretary of state forward an official copy of this resolution to
the Postmaster General of the United States and to the members of the
Citizens' Stamp Advisory Committee.
