SRC-AXB S.C.R. 79 76(R) BILL ANALYSIS Senate Research Center S.C.R. 79 76R14370 EBy: Ratliff State Affairs 5/13/1999 As Filed DIGEST Currently, while access to weapons, violence in the media, and negative cultural influences are components of the larger problem of youth violence, a wider discussion is necessary to examine the root causes and characteristics that promote susceptibility to these supposed influences. S.C.R. 79 directs the Texas Department of Health in collaboration with all major state agencies dealing with children to conduct an inquiry into youth violence. PURPOSE As proposed, S.C.R. 79 sets forth the following resolutions: That the 76th Legislature direct the Texas Department of Health, in collaboration with other agencies, to lead an inquiry into youth violence in Texas, both real and potential, including the incidence, root causes, and prevention of violence. That the inquiry should include the participation of parents, children, actual classroom teachers, and school counselors. That the agencies submit a full report of their findings to the 77th Legislature when it convenes in January 2001. That the secretary of state forward an official copy of this resolution to certain entities.
