                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to implementing the La Paz Agreement for radioactive waste
 1-3     disposal in Texas.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.   Chapter 402, Subchapter D, Health and Safety
 1-6     Code, is amended to read as follows:
 1-7           Sec. 402.0921.  Notwithstanding any other law or other
 1-8     provision of this chapter, the board shall select as the disposal
 1-9     site, a site [:]
1-10                 [(1)  within Hudspeth County, Texas, and]
1-11                 [(2)  circumscribed on the north by 31 degrees north
1-12     latitude, 15'and 00'; on the south by 31 degrees north latitude,
1-13     00' and 00'; on the east by 105 degrees longtitude, 00' and 00';
1-14     and on the west by 105 degrees longtitude, 22' and 30'.]  more than
1-15     60 miles from the international border with Mexico.
1-16           SECTION 2.  The important of this legislation and the crowded
1-17     conditions of the calendars in both houses create an emergency and
1-18     an imperative public necessity that the constitutional rule
1-19     requiring bills to be read on three several days in each house be
1-20     suspended, and this rule is hereby suspended, and that this Act
1-21     take effect and be in force from and after its passage, and it is
 2-1     so enacted.
