                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to establishing a campus of the Texas State Technical
 1-3     College System in Laredo.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 135.02(a), Education Code, as amended by
 1-6     Section 3, Chapter 359, Acts of the 73rd Legislature, Regular
 1-7     Session, 1993, is amended to read as follows:
 1-8           (a)  The Texas State Technical College System is composed of:
 1-9                 (1)  a system office located in the city of Waco in
1-10     McLennan County;
1-11                 (2)  a campus located in the city of Amarillo in Potter
1-12     County;
1-13                 (3)  a campus located in the city of Harlingen in
1-14     Cameron County;
1-15                 (4)  a campus located in the city of Sweetwater in
1-16     Nolan County;
1-17                 (5)  an extension center located in the city of
1-18     Marshall in Harrison County;
1-19                 (6)  a campus located in the city of Waco in McLennan
1-20     County;
1-21                 (7)  a campus located in the city of Laredo in Webb
1-22     County;
1-23                 (8)  extension centers in the city of Brownwood in
1-24     Brown County and the city of Abilene in Taylor County and an
 2-1     extension program offered through a rural technology center in the
 2-2     city of Breckenridge in Stephens County; and
 2-3                 (9) [(8)]  other campuses assigned to the system from
 2-4     time to time by specific legislative Act.
 2-5           SECTION 2.  The board of regents of the Texas State Technical
 2-6     College System shall take all necessary steps to establish the
 2-7     campus in the city of Laredo under Section 135.02(a), Education
 2-8     Code, as amended by this Act, and to begin offering courses at that
 2-9     campus not later than the 2000 fall semester.
2-10           SECTION 3.  The importance of this legislation and the
2-11     crowded condition of the calendars in both houses create an
2-12     emergency and an imperative public necessity that the
2-13     constitutional rule requiring bills to be read on three several
2-14     days in each house be suspended, and this rule is hereby suspended.
