                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a requirement that school districts open school
 1-3     buildings after school hours for recreational purposes and
 1-4     tutoring.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter D, Chapter 11, Education Code, is
 1-7     amended by adding Section 11.165 to read as follows:
 1-8           Sec. 11.165.  ACCESS TO SCHOOL BUILDINGS.  (a) The board of
 1-9     trustees of an independent school district shall adopt rules to
1-10     keep school buildings in the district open for student recreational
1-11     activities and tutoring of students after school hours.  The
1-12     library in each school shall also be open to students after school
1-13     hours.
1-14           (b)  A school building and a school library must be open for
1-15     a minimum of two hours each evening and five hours a day on
1-16     weekends.
1-17           (c)  A school district shall provide supervision of the
1-18     activities and use of the school building through volunteers
1-19     approved by the district.
1-20           SECTION 2.  This Act applies beginning with the 1999-2000
1-21     school year.
1-22           SECTION 3.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended,
 2-3     and that this Act take effect and be in force from and after its
 2-4     passage, and it is so enacted.
