                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requiring a disabled parking placard to contain a
 1-3     photograph of the person on whose behalf it was issued.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 681.002, Transportation Code, is amended
 1-6     by adding Subsection (e) to read as follows:
 1-7           (e)  In addition to each item required by Subsections (b) and
 1-8     (d), a disabled parking placard must bear a color photograph of the
 1-9     entire face of the person to whom the placard is issued or on whose
1-10     behalf the placard is issued.
1-11           SECTION 2.  This Act takes effect September 1, 1999, and
1-12     applies only to a disabled parking placard issued on or after that
1-13     date.
1-14           SECTION 3.  The importance of this legislation and the
1-15     crowded condition of the calendars in both houses create an
1-16     emergency and an imperative public necessity that the
1-17     constitutional rule requiring bills to be read on three several
1-18     days in each house be suspended, and this rule is hereby suspended.
