                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to including felony information on a driver's license.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter B, Chapter 521, Transportation Code,
 1-5     is amended by adding Section 521.032 to read as follows:
 1-6           Sec. 521.032.  FELONY INFORMATION.  (a)  The department shall
 1-7     include on an electronically readable magnetic strip on each
 1-8     driver's license, including each commercial driver's license, a
 1-9     statement of whether the license holder has been convicted of a
1-10     felony, as shown by the state's criminal history record system as
1-11     of the date the license is issued.
1-12           (b)  For the purposes of this section, "convicted" has the
1-13     meaning assigned by Section 411.171, Government Code.
1-14           SECTION 2.  This Act takes effect September 1, 1999.
1-15           SECTION 3.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
