A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to standards that must be met by school district
1-3 prekindergarten programs.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 29.153(g), Education Code, is amended to
1-6 read as follows:
1-7 (g) A [If a] school district [contracts with a private
1-8 entity for the operation of the district's] prekindergarten program
1-9 [, the program] must at a minimum comply with the applicable
1-10 child-care licensing standards adopted by the Department of
1-11 Protective and Regulatory Services under Section 42.042, Human
1-12 Resources Code.
1-13 SECTION 2. (a) In accordance with Section 311.031(c),
1-14 Government Code, which gives effect to a substantive amendment
1-15 enacted by the same legislature that codifies the amended statute,
1-16 the text of Section 29.153(g), Education Code, as set out in this
1-17 Act, gives effect to changes made by Chapter 920, Acts of the 74th
1-18 Legislature, Regular Session, 1995.
1-19 (b) To the extent of any conflict, this Act prevails over
1-20 another Act of the 76th Legislature, Regular Session, 1999,
1-21 relating to nonsubstantive additions and corrections in enacted
1-22 codes.
1-23 SECTION 3. This Act applies beginning with the 1999-2000
1-24 school year.
2-1 SECTION 4. The importance of this legislation and the
2-2 crowded condition of the calendars in both houses create an
2-3 emergency and an imperative public necessity that the
2-4 constitutional rule requiring bills to be read on three several
2-5 days in each house be suspended, and this rule is hereby suspended,
2-6 and that this Act take effect and be in force from and after its
2-7 passage, and it is so enacted.
