No. 368 76R1615 KEL-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to payroll deductions for employees of institutions of 1-3 higher education. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter Z, Chapter 51, Education Code, is 1-6 amended by adding Section 51.946 to read as follows: 1-7 Sec. 51.946. PAYROLL DEDUCTIONS FOR CERTAIN ORGANIZATIONS. 1-8 (a) An employee of an institution of higher education may 1-9 authorize a deduction each pay period from the employee's salary or 1-10 wage payment for: 1-11 (1) a contribution to an institution of higher 1-12 education; or 1-13 (2) a charitable contribution to a nonprofit 1-14 organization the purpose of which is to support the programs of an 1-15 institution of higher education. 1-16 (b) To be eligible to receive charitable contributions under 1-17 this section, a nonprofit organization must comply with the rules 1-18 adopted under Section 2255.001, Government Code, by the institution 1-19 of higher education the organization supports. 1-20 (c) An institution of higher education shall establish 1-21 procedures to enable an employee of the institution to authorize a 1-22 deduction under this section. 1-23 (d) In this section, "institution of higher education" has 1-24 the meaning assigned by Section 61.003. 2-1 SECTION 2. This Act takes effect September 1, 1999. 2-2 SECTION 3. The importance of this legislation and the 2-3 crowded condition of the calendars in both houses create an 2-4 emergency and an imperative public necessity that the 2-5 constitutional rule requiring bills to be read on three several 2-6 days in each house be suspended, and this rule is hereby suspended.
