                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to information from public school campus report cards
 1-3     disseminated to the parents or other persons having lawful control
 1-4     of students.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 39.052(c), Education Code, is amended to
 1-7     read as follows:
 1-8           (c)  The commissioner shall adopt rules for requiring
 1-9     dissemination of appropriate student performance portions of campus
1-10     report cards annually to the parent[, guardian, conservator,] or
1-11     other person having lawful control of  each student at the campus.
1-12     The rules must require that the portions of campus report cards
1-13     disseminated to the parent or other person  having lawful control
1-14     of a student include information concerning the performance of the
1-15     students at each campus grade level on the academic excellence
1-16     indicators specified under Sections 39.051(b)(1)-(8) and, in the
1-17     case of a report card relating to a high school campus, the number
1-18     and percentage of students at each campus grade level who have
1-19     dropped out of school during the school year.  On written request,
1-20     the school district shall provide  a copy of a campus report card
1-21     to any other party.
1-22           SECTION 2.  Not later than January 1, 2000, the commissioner
1-23     of education shall adopt rules in accordance with Section
1-24     39.052(c), Education Code, as amended by this Act.  Those rules
 2-1     apply to public school campus report cards for the 2000-2001 school
 2-2     year and thereafter.
 2-3           SECTION 3.  The importance of this legislation and the
 2-4     crowded condition of the calendars in both houses create an
 2-5     emergency and an imperative public necessity that the
 2-6     constitutional rule requiring bills to be read on three several
 2-7     days in each house be suspended, and this rule is hereby suspended,
 2-8     and that this Act take effect and be in force from and after its
 2-9     passage, and it is so enacted.
