By Yarbrough H.B. No. 567 76R3701 DRH-F A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the erection of sound barrier walls along certain parts 1-3 of Interstate Highway 610 in Houston. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. (a) As soon as practical, the Texas Department of 1-6 Transportation shall erect sound barrier walls along the north 1-7 side of Interstate 610 in Houston, from a point on the west side of 1-8 Yale at its intersection with Interstate 610 extending 1-9 approximately 2-1/2 miles to the west to a point located on the 1-10 east side of East T. C. Jester at its intersection with Interstate 1-11 610. 1-12 (b) The sound barrier described in Subsection (a) shall be 1-13 designed to reduce highway noise for residences located in the 1-14 vicinity of Interstate 610 on the following streets in Houston: 1-15 West 30th, West 31st, West 32nd, West 33rd, West 34th, Lawrence, 1-16 Randall, Attridge, Dunsmere, Gardendale, Bevis, Ansbury, Wilde Rock 1-17 Way, Stonecrest, Guese, Topham, Moonstone, Carlford Circle, Bron 1-18 Holly, and Piney Woods. 1-19 (c) To the extent possible, the walls must not interfere 1-20 with access to commercial businesses or buildings. 1-21 SECTION 2. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 2-1 days in each house be suspended, and this rule is hereby suspended, 2-2 and that this Act take effect and be in force from and after its 2-3 passage, and it is so enacted.
