                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to written notice from school districts to parents on
 1-3     whether teachers are certified by the state.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 28.022, Education Code, is amended by
 1-6     amending the heading and Subsection (a) to read as follows:
 1-7           Sec. 28.022.  NOTICE TO PARENT OF STUDENT [UNSATISFACTORY]
 1-8     PERFORMANCE.  (a)  The board of trustees of each school district
 1-9     shall adopt a policy that:
1-10                 (1)  provides for a conference between parents and
1-11     teachers; and
1-12                 (2)  requires the district, at least once every 12
1-13     weeks, to give written notice to a parent of:
1-14                       (A)  a student's performance in each class or
1-15     subject; and
1-16                       (B)  the certification status under Subchapter B,
1-17     Chapter 21, of the student's teacher in each class or subject.
1-18           SECTION 2.  This Act applies beginning with the 1999-2000
1-19     school year.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended,
 2-1     and that this Act take effect and be in force from and after its
 2-2     passage, and it is so enacted.
