                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to providing intensive English language development
 1-3     training to certain public school students.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 29.056, Education Code, is amended by
 1-6     adding Subsection (i) to read as follows:
 1-7           (i)  A district shall provide additional intensive English
 1-8     language development training to each student who is still
 1-9     classified as a student of limited English proficiency after
1-10     receiving instruction in English as a second language for a total
1-11     of at least two school years.  The district shall provide the
1-12     training in a manner that enables each student, as soon as
1-13     possible, to participate equally in a regular all-English
1-14     instructional program as determined using the criteria specified by
1-15     Subsection (g).
1-16           SECTION 2.  In computing the amount of time for which a
1-17     student has received instruction in English as a second language
1-18     for purposes of  Section 29.056(i), Education Code, as added by
1-19     this Act, instruction provided before the effective date of this
1-20     Act is included.
1-21           SECTION 3.  Section 29.056(i), Education Code, as added by
1-22     this Act, applies beginning with the 2000-2001 school year.

1-24           SECTION 4.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended,
 2-5     and that this Act take effect and be in force from and after its
 2-6     passage, and it is so enacted.
