                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the restrictions on political activities of full-time
 1-3     employees of a county elections administrator's office.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 31.039, Election Code, is amended by
 1-6     adding Subsection (f) to read as follows:
 1-7           (f)  A person employed on a full-time basis by the
 1-8     administrator's office is subject to Section 31.035 in the same
 1-9     manner as the administrator.
1-10           SECTION 2.  This Act takes effect September 1, 1999.
1-11           SECTION 3.  The importance of this legislation and the
1-12     crowded condition of the calendars in both houses create an
1-13     emergency and an imperative public necessity that the
1-14     constitutional rule requiring bills to be read on three several
1-15     days in each house be suspended, and this rule is hereby suspended.
